The training addressed the gap between policy frameworks governing centrally sponsored schemes and the technical processes required to execute fund transfers digitally. Centrally sponsored schemes are programmes where the Centre provides funds to states for implementation, with the state government responsible for on-ground execution.
SNA SPARSH, which stands for Single Nodal Agency System for Public Accounts and Reserves for Scheme Handling, is part of the Centre’s broader push to digitise fund flows. The system requires states to maintain single nodal accounts for each scheme, enabling real-time tracking of fund releases and expenditure.
According to earlier Rajasthan Finance Department documents, departments implementing newly added schemes were asked to ensure timely completion of processes for migrating their schemes to the SNA SPARSH framework.
