The government on Tuesday said the Public Financial Management System (PFMS) has been upgraded with new digital protocols and technology-driven modules to ensure timely release of funds, real-time tracking of payments and enhanced transparency in the delivery of direct benefit transfers (DBT) and other government payments.
PFMS, a web-based transaction platform, has been mandated as the single system for payment, accounting and reconciliation of government transactions, integrating multiple standalone platforms into one digital framework, Minister of State for Finance Pankaj Chaudhary said in a written reply in the Rajya Sabha.
To improve cash management and speed up fund flows, several digital modules have been rolled out on PFMS, including Single Nodal Agency (SNA), Treasury Single Account (TSA), Central Nodal Agency (CNA) and SNA Samyochit Pranali Ekikrit Shighra Hastantaran (SNA SPARSH).
The government said SNA SPARSH and SPARSH-DBT modules for centrally sponsored schemes are enabling just-in-time release of funds, significantly reducing delays and ensuring direct credit of payments into beneficiaries’ bank accounts through the Reserve Bank of India.
“These digital interventions have enhanced transparency by allowing real-time tracking of funds and generating instant reports across schemes,” Chaudhary said.
To further strengthen the DBT ecosystem, PFMS has introduced new system protocols, including a shift from bulk rejection to partial acceptance of claim files, allowing quicker processing of valid payments. It has also enabled advance sharing of Aadhaar seeding and de-seeding data with external systems, improving authentication and reducing transaction failures.
The platform has also rolled out a Customer Relationship Management (CRM) system to improve user experience and grievance redressal. The CRM framework provides automated ticket generation, instant acknowledgements, grievance tracking, and access to FAQs, the minister said.
In addition, PFMS conducts regular Open House sessions twice a week, along with daily virtual DBT Open House interactions, offering users and beneficiaries a direct interface to resolve operational issues.
The government said continuous technology upgrades and procedural reforms on PFMS are being undertaken based on user feedback, with the objective of ensuring faster fund disbursal, improving service delivery and strengthening accountability in public finance management.
