More than 30 lakh farmers across the country are yet to complete Aadhaar-bank account seeding, a mandatory requirement to receive instalments under the PM-KISAN income support scheme, according to government data shared in parliament on Tuesday.
As of February 6, 2026, a total of 30,18,361 farmers had pending Aadhaar-bank account linkage, Minister of State for Agriculture and Farmers Welfare Ramnath Thakur said in a written reply to the Lok Sabha.
Uttar Pradesh recorded the highest number of pending cases at 10,44,200, followed by Gujarat with 2,90,358 and Rajasthan with 2,13,779.

Madhya Pradesh had 1,87,011 cases, Maharashtra 1,72,349, Bihar 1,39,430, Karnataka 130,263 and West Bengal 1,22,106, the data showed.
Telangana reported 97,467 pending cases, Tamil Nadu 87,432, Odisha 73,532 and Kerala 68,798.
Punjab recorded 61,360 cases, Haryana 61,490 and Jharkhand 53,083. Andhra Pradesh had 41,626 farmers with pending Aadhaar-bank account linkage, while Chhattisgarh recorded 34,622 cases.
In Himachal Pradesh, 30,114 farmers were yet to complete Aadhaar-bank account seeding, while Uttarakhand reported 26,273 cases and Jammu and Kashmir 15,660.
Among northeastern states, Manipur recorded 18,898 pending cases, Assam 10,146, Nagaland 8,535, Tripura 12,998, Meghalaya 4,122, Arunachal Pradesh 3,915, Mizoram 3,063 and Sikkim 2,456.
Among union territories, Delhi recorded 727 cases, Ladakh 734, Andaman and Nicobar Islands 374, Dadra and Nagar Haveli and Daman and Diu 583, Goa 392, Lakshadweep 226, Puducherry 213 and Chandigarh 26.

The government said Aadhaar seeding of bank accounts is mandatory for receiving payments under the PM-KISAN scheme and benefits cannot be processed where bank accounts are not linked to Aadhaar.
The PM-KISAN scheme is a central sector programme launched in February 2019 to supplement the financial needs of farmers with cultivable landholding. Under the scheme, eligible farmers receive financial assistance of ₹6,000 per year, paid in three equal instalments through direct benefit transfer into Aadhaar-seeded bank accounts.
Cultivable landholding is the primary eligibility criterion to receive benefits, subject to certain exclusions relating to higher economic status.
The minister said that since the inception of the scheme, over ₹4.09 lakh crore has been disbursed through 21 instalments using a farmer-centric digital infrastructure to ensure direct and transparent transfer of benefits.
All payments under PM-KISAN are made through the direct benefit transfer mechanism into Aadhaar-linked bank accounts, eliminating the role of intermediaries, the government said.
The process of linking bank accounts with Aadhaar is continuous, as farmers may change their accounts from one bank to another. The government said that once farmers complete the mandatory requirement, any pending instalments are transferred immediately to the Aadhaar-linked bank accounts.
To facilitate Aadhaar seeding, the Department of Agriculture and Farmers Welfare regularly undertakes focused saturation drives in coordination with state and union territory governments, Common Service Centres and India Post Payments Bank.
Farmers are also informed through SMS alerts to ensure Aadhaar seeding of their bank accounts so that the disbursement of benefits remains uninterrupted.
The government said a farmer-centric digital infrastructure has been developed to ensure transparency in the registration and verification of beneficiaries, enabling benefits to reach farmers across the country without involvement of intermediaries.
This digital platform supports verification of farmer identity, landholding records and bank account details, helping streamline beneficiary management and payment processing.
Digital transfers under PM-KISAN
The minister said the direct benefit transfer system ensures timely credit of instalments into beneficiaries’ bank accounts and maintains transparency in fund disbursal.
The digital system allows continuous updating of beneficiary details, enabling farmers to modify their bank accounts and Aadhaar linkage as required.
Coordination with state governments, Common Service Centres and India Post Payments Bank has been strengthened to support farmers in completing Aadhaar seeding and related verification processes.
The government said these efforts are aimed at ensuring uninterrupted flow of financial assistance to eligible farmers under the PM-KISAN scheme.
