The Centre has launched Sujal Gaon ID, a digital identification system for rural piped water supply schemes, assigning unique identifiers to 1.64 lakh water projects across 31 states and union territories. Union Jal Shakti Minister C R Paatil released the system on Friday during a meeting with state ministers in New Delhi.
The initiative brings rural drinking water infrastructure onto a single digital platform for the first time. Each Sujal Gaon ID is a scheme-based unique code that enables authorities to track, monitor and map water supply assets serving villages across the country. For the estimated 19 crore rural households dependent on these schemes, the system aims to improve accountability in water delivery.

How Sujal Gaon ID works
The digital identifier system creates a comprehensive record of each water supply scheme. Every Sujal Gaon ID links to a corresponding Sujalam Bharat ID, which combines two elements: the infrastructure ID, covering physical assets like pipes and pumps, and the service area ID, mapping which villages and households the scheme serves.
According to government data presented at the meeting, 67,000 Sujalam Bharat IDs have been created so far, each connected to multiple Sujal Gaon IDs. This layered structure allows officials to trace water delivery from source to household.
The system enables real-time monitoring of whether schemes are operational and which areas face supply disruptions. Previously, tracking rural water infrastructure required manual surveys and fragmented state-level databases.
Paatil used the meeting to caution state governments against delays in completing water supply projects. He warned that expenditure on oversized or technically non-compliant works would have to be borne by the respective state governments.
“State funds are also public money and must therefore be used with the highest standards of vigilance and accountability,” he said, according to a government statement.

The minister emphasised that states must adhere to approved technical specifications and expenditure limits. He called for proper assessment of water sources to ensure long-term sustainability of supply systems.
Water supply is constitutionally a state subject, making state governments primarily responsible for implementing the mission’s targets.
Structural reforms under Jal Jeevan Mission 2.0
V Somanna, Minister of State for Jal Shakti, outlined the role of panchayati raj institutions, the elected village-level bodies, in managing water assets under the restructured mission. He said gram panchayats would take central responsibility for operations and maintenance of local water infrastructure.
The ministry plans to continue public participation programmes including Jal Arpan, which involves community contributions to water projects, and Jal Utsav, village-level water awareness campaigns.
Ashok K K Meena, Secretary, Department of Drinking Water and Sanitation, said the cabinet approval for extension and restructuring demonstrates the government’s commitment to universal tap water coverage by December 2028.
He stated that implementation would be anchored through state-specific plans, though the full details of the implementation framework were not disclosed at the meeting.
States and union territories are expected to complete integration of their existing water supply data with the Sujal Gaon ID platform. The ministry has asked states to prepare time-bound plans for completing all sanctioned works.
The government has also directed states to expand water conservation and groundwater recharge efforts in regions facing seasonal water shortages.
