Broadcast Engineering Consultants India Limited (BECIL) and the Centre for Development of Advanced Computing (C-DAC) have signed an agreement to jointly develop solutions in artificial intelligence, cybersecurity and 5G technologies. The Memorandum of Understanding, signed on 20 April 2026 in New Delhi, brings together two government organisations to work on emerging technologies and train workers in digital skills.

BECIL, a public sector company under the Ministry of Information and Broadcasting, has traditionally focused on broadcasting and telecommunications. C-DAC, which operates under the Ministry of Electronics and Information Technology (MeitY), specialises in high-performance computing and software development. The collaboration covers six core technology areas: artificial intelligence, which enables computers to perform tasks that typically require human thinking; machine learning, a subset of AI where systems improve through experience; the Internet of Things, which connects everyday devices to the internet; cybersecurity; 5G mobile networks; and cloud computing, where data is stored and processed on remote servers rather than local machines.
BECIL, C-DAC to work together on emerging tech
Under the terms of the MoU, BECIL and C-DAC will work together on project implementation, provide consultancy and technical support to other organisations and develop complete solutions that can be deployed across different sectors.
The agreement also covers technology transfer, allowing innovations developed by C-DAC to be commercialised through BECIL’s wider network. Both organisations will run joint training programmes to improve the skills of technical workers.
Captain Saurav Chauhan (Retd), Director of Operations and Maintenance at BECIL, and Niranjan Vaishnav, Registrar at C-DAC, signed the MoU. Senior officials from both organisations were present at the signing ceremony.
Commodore D K Murali (Retd), Chairman and Managing Director of BECIL, said the collaboration would strengthen his organisation’s capabilities in advanced technologies and digital transformation.

“By leveraging the complementary strengths of both organisations, the partnership aims to deliver impactful solutions and contribute to India’s digital growth,” Murali said.
BECIL was established in 1995 as a Mini Ratna Category-I public sector enterprise. The company has expanded beyond its original broadcasting focus into e-governance, smart city projects, healthcare technology and manpower services. It works with both government departments and private sector clients.
C-DAC is a research and development organisation that has worked on several national technology initiatives. It develops computing technologies, software products and runs training programmes. The organisation operates multiple centres across India.
